Introduction

Robert Lowe Hall (1901-1988) was an economist “for all seasons”; academic, teacher, adviser, administrator and economic spokesperson as Lord Roberthall. His activities spanned many fields including: Oxford don and tutor; member of the Oxford Economists’ Research Group (OERG) and co-author of a sem­inal study on pricing; head of the Economic Section in the UK Cabinet Office and Chief Economic Adviser to Chancellors of the Exchequer; and service in the House of Lords.

We divide this chapter into the following sec­tions. Section 2 covers biographical details. The third deals with Hall’s early activities at Oxford: tutor, lecturer and author. Section 4 covers his work as an “Oxford Economist”, member of the OERG and the influential paper he co-authored with Charles Hitch. The next section deals with Hall’s govern­ment service and tenure in the Lords. Section 6 examines Hall’s retrospective views on engineering, economics and policy-making. The final section concludes.
